इस चुनाव से राजा को आश्चर्य हुआ कि ये चमार क्या न्याय करेंगे?किसी बड़े महाजन को चुनना चाहिए था।खैर,चमार बुलाए गए। दो गाँवों से पाँच चौधरी आए। राजा ने उन चमारों को गोपाल के अपराध के संबंध में सारी बातें समझा दीं तथा न्याय करने का हुक्म दिया।पंचों द्वारा यह बात सोची गई कि गोपाल से बदला लेने का यही मौका है। ऐसा मौका हाथ से नहीं निकलना चाहिए और ऐसा दण्ड देना चाहिए कि जिससे गोपाल जन्म भर याद रखे तथा आगे भी हम लोगों के साथ ऐसा व्यवहार करने का साहस न करे।
